The Richmond Neighborhood Coordinating Council, which represents 32 Richmond neighborhood councils, adopted and communicated to the City Council the following positions in the September 2004 RNCC monthly meeting:
Reinstate the Rental Unit Inspection Ordinance (The City Council had previously directed the city manager to cease implementation, although the ordinance is still in the Richmond Municipal Code). Landlords should be required to have business licenses and pay business license fees based on the number of units. The RNCC has serious concerns about the proposed Just Cause ordinance and asks that it be considered from all sides, including contacting other cities with similar ordinances.
