Assessment Appeals Board Member Bob Brooks, who joined two of his colleagues in selling out Richmond and the rest of Contra Costa County to Chevron on a property tax appeal isn”t content to just hear appeals. He wants to run the whole operation — a scary thought just in time for Halloween.
