Apparently there is a scam going around trying to lure people into a fraudulent program. Richmond residents are receiving cards offering home upgrades, providing a phone number (510-228-7284) and a website www.richmondupgrade.com, that has the opening screen shown below. The site falsely claims that the city has authorized upgrades “for your home.”
