Item J-1 is another attempt to pass a rent moratorium. (ADOPT an urgency ordinance establishing a 45-day moratorium on rent increases until the City Council has implemented a policy to stabilize rents in the City of Richmond – Councilmember Jovanka Beckles (620-6568)). It requires six votes to pass, and last time it came up those six votes were not there (http://www.contracostatimes.com/richmond/ci_27962983/richmond-council-fails-pass-rent-increase-moratorium). Item K-1: The City Council will decide which form of rent control they want to pursue, or not to pursue any. DISCUSS specific regulatory components of Rent Mediation Board (Option C) and Rent Control Plus Just Cause for Eviction (Option D) ordinances and PROVIDE direction to staff – City Manager’s Office (Bill Lindsay 620-6512). Item K-3, the City Council will discuss bringing back the two standing committees that were dropped on a trial basis in January after I took office. REVIEW the effectiveness of eliminating the Public Safety/Services and the Finance, Administrative Services and Economic Development Committees – Councilmember Eduardo Martinez (620-6593).
