1. Meeting Notes

2. Upcoming Events

Mini-Grants for FY 2019-2020 up to $5,000 Available Now!

The Richmond Community Services Department (CSD) is accepting mini-grant applications to support organizations that are Richmond-serving and that partner with and/or consistently utilize facilities managed by the Community Services Departments.

Grants up to $5,000 are available to support organizational programming and/or projects that make use of the CSD’s aquatic centers, community centers, parks, and the convention center and can encompass programming around youth sports leagues and teams, special events, educational forums and classes, recreational classes, stipends, CSD facility rental fee payments, and overall community enrichment.

The grant applications must be submitted electronically to recreation@richmond.ca.us by Friday, March 29, 2019, at 5:00 PM with attention to Guadalupe Morales at the Community Services Department.

Community Emergency Response Team (CERT) Training

The Richmond Fire Department is conducting Community Emergency Response Team (CERT) Training for our community on the dates shown below.

Water Safety Day

The Community Services Department and Richmond Swims are excited to be hosting a Water Safety Day for the community on Sunday, April 14th from 1:00 P.M. – 4:30 P.M. at the Richmond Swim Center. Fun activities and information focusing on water safety will be available, as well as demonstrations, free mini-swim lessons and more. This is a family-friendly event. Non-swimming adults and children are encouraged to sign up in advance for free lessons.

On-site registration will be available as space allows, and online registration will be available beginning April 1st.

Adult Co-ed Softball League Starts April 24th!

It’s time for the Adult Co-ed Softball League! We’re here to promote an active and healthy lifestyle playing softball in Richmond. Basic ASA rules will apply. Sign up today at the Registration Office.

Starts April 24, 2019 and runs through June 26, 2019. Games occur on Wednesdays, from 6:00 P.M. – 8:30 P.M., for a total of 10 games. Ages 18+. Cost is $450 per team. Registration opens on March 18th, 2019, through April 12th, 2019.

Park Rx Day!

The Community Service Department, in collaboration with Contra Costa Health Services and National Park Service, will hold its annual Park Prescription Day on Saturday, April 27th from 11:00 A.M. to 2:00 P.M. at John F. Kennedy Park.

During the event, healthcare providers, park agencies, community groups and other program leaders will organize events and activities at JFK Park, encouraging participants to improve their health and well-being by embracing the health benefits of nature. Some of the activities planned for the event include; health screenings, yoga, Walk with the Doctor, bike rides/repairs, dance, instruction volleyball/soccer, and lunch.

3. Acknowledgements

Firefighter of the Year Award

It is an honor to bestow the Firefighter of the Year Award to Captain Michael Rodriguez. Before joining our department, Captain Rodriguez served in the United States Marine Corps from 2002 to 2006 as an infantryman. He deployed to Iraq on two different occasions to engage in military operations in Baghdad, and the battle of Najaf. While serving on the front lines of our security, Captain Rodriguez was severely wounded, for which he received the Purple Heart. After recovering from his wounds and hanging up his dress blues, Captain Rodriguez continued his service to the country by becoming a Richmond Firefighter.

Captain Rodriguez entered into the fire service in 2012 and quickly gained recognition as a humble, competent, and professional member of the team. From the onset, it was evident that Captain Rodriguez brought with him the values and ethos of the United States Marines. Since joining our department, Captain Rodriguez has demonstrated his dedication to service, which has been exemplified by his commitment, never quit attitude, courage and determination. He has also demonstrated the commando spirit of unselfish service as he is always willing to give of himself to train fellow firefighters and those aspiring to learn the profession.

Captain Michael Rodriguez has consistently been a role model to virtually everyone in our organization. He has been of immense help to new recruits, firefighters, fire engineers and fire captains through leading by example.

Captain Rodriguez’s work ethic is without parallel: train to win, maintain your fitness, be thorough in every task, embrace the good and bad of the profession, and willingly serve those in need. It is these attributes that led to him to become a Recruit Fire Academy Instructor, where he instilled in each recruit the very ethos of teamwork, commitment, diligence and staying until the job is done.

From becoming a firefighter in 2012, he achieved the rank of Engineer in 2015, and promoted to Captain in 2017. Captain Rodriguez has positively touched many lives. From providing lifesaving medical care to an injured person on the street, or climbing tall ladders to rescue people from burning buildings, as a mentor, leader, and friend, Captain Rodriguez has always been there to serve. Captain Michael Rodriguez is an American patriot, an American hero and the 2018 Richmond Firefighter of the year.

Fire Department Retirements

On December 28th, 2018, Battalion Chief Marcus Rayon, who was assigned as Richmond Fire Department’s Training Director, retired. Battalion Chief Rayon joined Richmond Fire Department on May 8th, 1989 and served our Richmond community for twenty-nine years. He was promoted to Fire Captain on October 1st, 1997 and then promoted to Battalion Chief on October 8th, 2006. He was assigned as Training Director on March 1st, 2010.

On February 1st, 2019, Deputy Fire Marshal Robin Poindexter retired. Deputy Fire Marshal Poindexter began her career with Richmond Fire Department on August 3rd, 1987 and was promoted to the rank of Fire Inspector I on April 23, 2011. She was the first woman to attain the rank of Fire Inspector in the history of the department. On March 1st, 2005, Deputy Fire Marshal Poindexter was promoted to the rank of Fire Inspector II. On June 11th, 2012, she made her mark on the department by becoming the first female Deputy Fire Marshal in Richmond Fire Department history. In addition to her professional duties, Deputy Fire Marshal Poindexter also served as Executive Director of the Richmond Youth Academy for over ten years. Deputy Fire Marshal Poindexter gave thirty-one years of dedicated service to the Richmond community.

On February 1st, 2019, Fire Captain Nicholas Jackalone retired. Captain Jackalone began his Richmond Fire Department career on August 3rd, 1987 and was promoted to the rank of Engineer on December 1st, 1997. Nicholas Jackalone was promoted to Fire Captain on August 1st, 2013 and provided 31years of dedicated service to the Richmond community.

Award for Engineering and Capital Improvement Projects Department (ECIP) from the American Public Works Association

City of Richmond’s Rifle Range Road Retaining Wall project receives Best Disaster or Emergency/Repair Project Award from the Northern California Chapter of the American Public Works Association (APWA).

During a rain event in February 2017, a landslide occurred on a portion of Rifle Range Road, a City of Richmond roadway nestled in the El Cerrito hills adjacent to Wildcat Canyon Regional Park. City staff responded immediately to the emergency and secured the area to keep the roadway safe for local residents and to minimize infrastructure damage. Staff monitored the roadway and City Council declared a local disaster. The Governor and then the President also declared a disaster, and this declaration then facilitated assistance from the Federal Emergency Management Agency (FEMA).

The City hired a geotechnical engineer to assess the landslide area and to make recommendations on a repair. The City’s consultant designed a retaining wall structure to support the Rifle Range Roadway. The design minimized impacts to the downhill forested area in the regional park, limited disruption to the local residents, and recycled as much material as possible. The retaining wall was constructed in the fall of 2017 and was completed before the onset of the following rainy season.

5. City Manager Chronicles

Below are some of the topics for meetings that I attended during the past week in the hope that it provides an idea of the many issues we deal with routinely.

Meetings and events of note during this week included:

· Met with City staff and the City Attorney’s Office to coordinate our closed session presentation to the City Council regarding a number of items, including: Point Molate, Hill vs. City of Richmond, and Hacienda Housing Complex. · Traveled to the City of Berkeley to meet with staff of the Department of Toxic Substances Control (DTSC) to get an update of the ongoing clean-up efforts, and completion of a final Remediation Action Plan, which will determine the level of clean-up for the Zeneca site, formerly occupied by Stauffer Chemicals. The clean-up of this property is critical to the implementation of the Richmond Bay Specific Plan. Clean-up of the fresh water lagoons, is progressing rapidly. However, it had to be interrupted, but will continue after the end of the nesting season of the endangered California Ridgway’s Rail, which inhabits the site. DTSC staff will continue in communication with and provide City staff additional updates next week. · Participated in a conference call with City staff, and representatives of Mercy Housing, a non-profit housing developer working to rehabilitate the Richmond Housing Authority Hacienda property. During the call we discussed deal terms for entering into a Development and Disposition Agreement of the property. We had a productive conversation, presented and discussed various deal terms that Mercy will evaluate and consider. · Met with members of the Community Emergency Response Team (CERT) and the Citizens Advisory Panel on Emergency Readiness and Response (CAPER) to learn more about their activities and initiatives and find ways to continue providing them support to grow and strengthen their group. Among the things we discussed include, the possibility of installing a HAM radio station and antenna at City Hall’s Emergency Operations Center, assistance to secure grants and donations to expand their funding, and other ways the city can collaborate on the future development of the CERT. · Participated in a monthly financial update with Finance staff to review and discuss a number of financial issues, including the City’s General Fund Balance Sheet, cash balances, revenue collected up to date, outstanding invoices, and the Richmond Housing Authority financial position and debt to the City’s General Fund. · Reviewed, discussed, and made adjustments to the City Manager’s Office annual budget with Administrative Chief LaShonda White and Community and Economic Development Director Shasa Curl. · Met with representatives from Laconia, developers of Terminal 1, a 13 acre site at 1500 Dornan Drive, to discuss their progress in obtaining final approvals from the Bay Conservation and Development Commission (BCDC) and the DTSC. Upon obtaining approvals Laconia plans to close and acquire Terminal 1 to build 295 condominiums on five, four and five story multifamily buildings over podium garage with 588 parking spaces and 21 single family homes, 2,500 sq. ft. of retail and a 6 acre public waterfront park.

7. Community Services Department

St. Patrick’s Day Feast at the Nevin Community Center

Nevin Land’s ‘tiny heroes’ and parents enjoyed their first St. Patrick’s Day Feast. They had a feast of freshly steamed pork tamales, crisp fruit salad, and savory crackers topped with banana slices and Nutella. Darbyee O’ Gil made a subtle but grand appearance to shower the participants with sparkles o’ good luck and photo ops. It was a great time!

Tiny Heroes (our parent-child playtime program) is located at Nevin Community Center at 598 Nevin Ave., Richmond CA 94801. The registration fee is $20 per month.

8. Engineering & Capital Improvement Department (ECIP)

Streets Division

Paving crews completed asphalt work on Humboldt Street, and worked from the outstanding pothole list in various locations around the City. In addition, crews installed a speed cushion and painted approach lines on 7th and Hensley Streets, and finished restriping the parking lot on Melville Square.

Street sweeping staff performed residential sweeping services for the third Monday through Thursday and fourth Friday in North Richmond, Iron Triangle, North Belding Woods, Atchison Village, South Belding Woods, Richmond Annex, Parkview, Panhandle Annex, and Eastshore neighborhood council areas.

Signs and Lines staff repaired three signs and poles, installed nine new signs and poles, and installed 67’ of thermoplastics for pavement messaging.

9. Fire Department

Annual Emergency Operations Center Exercise

On Thursday, February 28th, nearly sixty city staff and twenty external agency emergency planning partners participated in the City’s annual emergency operations center (EOC) exercise highlighting our response to a magnitude 7.0 earthquake on the Hayward Fault. The exercise focused on implementing the new Mass Care & Shelter plan, providing updated public information, and coordinating delivery of drinking water to our community. Throughout the exercise, simulated earthquake aftershocks and broadcasted news releases punctuated the event. In addition, a simulated press conference with the City Manager (EOC Director) and staff addressed questions from news media actors simulating KCBS, CNN and Telemundo.

The EOC exercise is conducted annually to strengthen EOC staffs’ capabilities in utilizing our emergency plans, activating their designated EOC roles, and coordinating needed resources for field response and addressing community needs. Leading up to the exercise, EOC staff attends monthly training seminars to hone in on their specific EOC sections’ roles and responsibilities. The exercise was developed and designed over a six-month period by our Emergency Services Manager in partnership with City staff and the Disaster Manager of the City of San Francisco’s Division of Health Services. The exercise is U.S. Department of Homeland Security compliant and emphasized the use of the incident command system and the State of California’s Standardized Emergency Management System.

11. Infrastructure Maintenance and Operations (DIMO)

DIMO Parks and Landscaping Tree Lead worker Mr. Cruz Caldera and his crew were recognized by a very satisfied resident who reported the following:

“My husband and I had a large tree in our parking strip that had died because last year its roots needed to be cut when we put in a new sidewalk. Since Mr. Caldera would be trimming the trees of my neighbor this week, I asked her to ask Mr. Caldera to take a look at my tree. He did and determined that it was indeed dead, and that it needed to be taken down. Then he surprised me by telling me he could take care of it that morning. And he did. By early afternoon the tree had been cut and the debris had been taken away. I don’t think I have ever received such exemplary service from city of Richmond employees before.”

Cruz and his team consistently demonstrate extraordinary customer service while performing one of the most dangerous tasks in the City. Thank you Cruz for your hard work, professionalism and commitment to customer service!

Abatement crews abated debris from the encampment adjacent to Greater Richmond Interfaith Program (GRIP), removed a homeless encampment from public view/obstructing the sidewalk, abated debris/weeds and removed trash and graffiti throughout the City.

Code Enforcement

Code Enforcement responded to a complaint about a home in disrepair. Staff issued a Notice of Violation and a Demand to Abate, allowing the property owner ten days to correct the violations. Staff conducted an inspection and confirmed that the property owner brought the home into compliance.

Code Enforcement staff received a complaint about debris in public view, a trailer blocking the sidewalk and parking on an unapproved surface. The Code Enforcement Officer issued a Notice of Violation and a citation prior to the property being brought into compliance.

Stationary Engineers performed daily pool maintenance and Civic Center Plaza boiler inspections, installed a new floor mount, utility sink and replaced a drain sediment in the Sign Shop at the Corporation Yard, cleaned the main sewer line at the Auditorium, replaced the sump pump on the automated pool vacuum and fixed showers at the Plunge, installed first aid kits at the Swim Center and Plunge pools, assembled furniture to be placed in the Employment and Training building, and repaired a roof leak at 440 Civic Center Plaza.

Utility Workers pressure washed the BART Transit Center, cleared the women’s restroom at the Main Library, set-up rooms for meetings and maintained 29 City owned facilities.

Parks and Landscaping

General fund crews mowed six large parks and a playlot, drug ballfields at three parks, weeded Nevin and Kern Parks, cleared weeds from Nevin Plaza and the Disabled People’s Recreation Center, installed a drinking fountain and painted bleacher boards at Nicholl Park, placed four mosaic trash receptacles in multiple locations, marked utility areas at the 23rd Street Grade Separation, performed trash pick-up along right-of-ways, cleaned the area from a homeless encampment under the Richmond Parkway at Castro Street, removed graffiti from the Plunge, Hilltop Park and the North Richmond Ballfield and performed gopher control at Booker T. Anderson and Boorman Parks.

Hilltop District crewscontinued general maintenance around the business area, continued weed abatement on Richmond Parkway, mowed turf and weeded at Country Club Vista and Bay Vista Parks, performed landscaping at Fire Station #68 and continued with the irrigation project on Hilltop Drive.

Marina District crews continued with the Esplanade Landscape Project, performed weed abatement at Lucrecia Edwards Park and along the Bay Trail, repaired concrete along Marina Bay Parkway sidewalks, removed debris and graffiti as well as mulched planters throughout the district.

12. Library and Cultural Services

Library Teen Scholarship The Friends of the Richmond Public Library and the Richmond Public Library Teens are sponsoring a $1,000 scholarship to a West Contra Costa student who will be attending a four-year college in the fall 2019. This opportunity is opened to public and charter high school seniors in West Contra Costa County. Interested applicants should provide a copy of a letter of intent/registration to the college they will attend, include the names of any service/social organizations in which they participated in high school, and give the names and amounts of other scholarships received. Applicants must also submit a three-page, double spaced, typed essay where they describe a personal experience that has inspired them to pursue and complete a four-year college degree. Entries be must be received by Tuesday, April 30, 2019, 7:00p.m. and mailed or delivered to: Richmond Public Library, 325 Civic Center Plaza, Richmond, CA 94804, Attn: Añgela Cox. 13. Police Department

Burglary in Progress

Officers responded to the 5400 block of Brookwood Lane regarding a trespass call. A home owner saw three males with masks enter her backyard. When the suspects saw the homeowner, all three hoped back over the fence. When officers arrived, they were unable to locate anyone matching the description.

Later on that morning, a victim in the 5000 block of Coach Dr. called RPD to report that she heard someone knocking on her front door and then heard a loud crashing noise. The victim went to check and saw the dining room window had been broken. The victim also saw three males with ski masks on their faces. The suspects realized they were being watched and ran off into a parked older model white 4-door Lexus that was last seen headed toward Castro Ranch Rd.

Traffic Officer Mendler rode his department motorcycle to Pinole Valley Road in hopes of intercepting the suspects. As he waited, he saw an older white 4-door Lexus travel westbound on Pinole Valley Road, from the direction of Castro Ranch Road. The car also had three male occupants. Officer Mendler followed the car onto I-80 until there were several RPD units to assist. The car was stopped and all three suspects were detained. The clothing matched the description provided by three witnesses, a loaded firearm (stolen from a burglary a week prior) and ski masks were all located in the car.

All three suspects were positively identified by witnesses and arrested. It was later learned that these are the same suspects arrested in a string of robberies near the BART station approximately 1 ½ months ago.

Senate Bill 1421 in Effect

On January 1st, 2019, Senate Bill 1421 amended Penal Code sections 832.7 and 832.8 such that certain police officer records are no longer confidential. A stay was in place until 5 p.m. on March 19th preventing the release of records that fall within Senate Bill 1421. Since the stay is now lifted, the Richmond Police Department is working in collaboration with the City Attorney’s Office and Office of Professional Accountability to comply with all aspects of the Public Records Act and Penal Code sections 832.7 and 832.8. Our intention is to work individually with each requestor to ensure that records are produced in a timely manner. The Department started releasing records this week and will continue releasing records on a rolling basis.

Using the CORConnect Application on the City’s Website: You can use the CORConnect button on the City’s website (http://www.ci.richmond.ca.us/) to report any comments, questions or concerns regarding the work being done by City staff. The CORConnect issues go directly to the responsible department, and the city manager reviews reported issues on a regular basis to determine if City staff members are responding appropriately. If you do not feel that you have received a satisfactory response, please contact the City Manager’s Office at (510) 620-6512. To access CORConnect select the CORConnect button on the homepage of the City website. Alternatively, you can select the COR Connect button on any other webpage on the left hand side of the page. On the next screen under Report an Issue select Report Issue/Concern to create a report or Search Issue/Concerns to look up a previously reported issue. You can also look up previously submitted issues to check on the current status if you provided you name, phone number or email when you submitted it. On the page, you can also look up information on a parcel, see permits issued and look up business license information. If you have a current business license you can pay to renew it online with a credit card. The recommended browsers are: Microsoft Edge, or Microsoft Internet Explorer version 11 using the compatibility mode. It can be found in the upper right corner of Internet Explorer: click on the “gear” icon and select Compatibility View Settings, then add the site to the list and click “Close”.
