Public Meeting – To Comment on Chevron Refinery’s 2021 Wharf Oil Spill Evaluation Report

The public has an opportunity to comment on a third-party consultant report on of the Root Cause Analysis of the Chevron Richmond Refinery’s 2021 Wharf Oil Spill. The 45-day comment period is opening on July 13, 2023, and will close on August 28, 2023. A public meeting will be held at the Richmond Convention Center Bermuda Room at 403 Civic Center Plaza on July 17, 2023, from 6:30 PM to 8:30 PM. To join via Zoom:

At this meeting, Contra Costa Health’s Hazardous Materials Programs will discuss the findings from the evaluation and receive comments about the report. A copy of the report can be found at the following link:

On February 9, 2021, the Chevron Richmond Refinery released approximately 18.4 barrels of hydrocarbons to the Bay. The County working with an Oversight Committee, hired AcuTech to perform an evaluation of the Incident Investigation performed by the refinery. The Oversight Committee included members of the community, the City of Richmond, United Steel Workers, and Contra Costa Health Hazardous Materials Program. The evaluation by AcuTech includes a review of the findings and recommendations from the Incident Investigation and Root Cause Analysis as well as a review of the implementation of these actions by Chevron.
