The City of Richmond’s access to Highway Users Tax Account Funds has been suspended because the City is delinquent in filing is Annual Street Report (ASR) for the Fiscal Year 2021-22. See HUTA Suspension Letter.

This is the kind of thing we are likely to see more of from the RPA-controlled City as priorities move away from the nuts and bolts of running a city and serving its residents to such things as financing a public bank, embracing sideshows, reimagining public safety, overtaxing businesses, harassing landlords and abandoning effective street sweeping.
