Mothers Against Toxic Housing, Richmond Shoreline Alliance, SPRAWLDEF, Citizens for East Shore Parks, Sunflower Alliance, Greenaction for Health and Environmental Justice, and Sierra Club had challenged DTSC for not reopening the CEQA review in connection with approving the Prospective Purchaser Agreement (PPA).
