Omicron Variant Highlights Importance of COVID-19 Vaccination and Booster Shots
With the holidays upon us and the emergence of a new, potentially more contagious COVID-19 variant, now is the time to get your COVID-19 vaccine or booster shot .
Contra Costa Health Services (CCHS) is reemphasizing its efforts to vaccinate all residents ages 5 and older and provide booster doses to eligible adults.
Omicron, a variant first identified in South Africa on Nov. 24, has been designated a Variant of Concern by the World Health Organization (WHO). The California Department of Public Health (CDPH) released a fact sheet about this variant.
While Omicron has not yet been reported in the Contra Costa County, it is only a matter of time before the new variant is detected.
“This new variant is concerning because it has many mutations that may make it more contagious than other prior variants of the COVID-19 virus,” said Health Director Anna Roth, Contra Costa Health Services. “What we do know is getting vaccinated is the best protection we have against COVID-19.”
COVID-19 vaccine is safe, effective, and readily available in Contra Costa through community healthcare providers, drugstores and CCHS.
If you’re fully vaccinated, the best way to strengthen your protection is to get a booster shot as soon as you’re eligible.

Los Servicios de Salud de Contra Costa (CCHS) están redoblando sus esfuerzos para vacunar a todos los residentes de 5 años de edad y mayores y aplicar dosis de refuerzo a los adultos elegibles.

Sacramento resident, Mr. Aaron Whitlow shares his story of love and faith as he cared for his wife during the pandemic.
As of May 2021, Aaron's wife, Tanya Culliver-Whitlow, transitioned from this life, however we honor her courage to fight and respect Mr. Whitlow for his love and care for her.

Protecting Immigrant Families COVID Videos in 9 Languages
In partnership with allies in California, with the generous support of The California Endowment, and in collaboration with film producer Variant Strategies, Protecting Immigrant Families (PIF) has developed an animated video aimed at communicating that receiving the COVID-19 vaccination has no immigration consequences.
Available in 30-second, 60-second, and two-minute versions, these videos tell the story of Diana, a permanent resident who was concerned that getting the COVID vaccine could harm her citizenship application and affect her ability to sponsor her husband. In the video, Diana learns that getting the vaccine is a safe way to protect herself and her family and will not put future immigration applications at risk.
The video is available in 9 languages and in a variety of formats best for different social media platforms. Here is a link to the videos. Additional versions will be posted over the coming days. We welcome the opportunity to work with you to identify the best ways to reach immigrant families with this important educational resource.

City of Richmond Redistricting Process
Every ten years, local governments use new census data to redraw their district lines to reflect how local populations have changed. Assembly Bill 849 (2019) requires cities and counties to engage communities in the redistricting process by holding public hearings and/or workshops and doing public outreach, including to non-English-speaking communities.
What is redistricting?
Every ten years, districts must be redrawn so that each district is substantially equal in population. This process, called redistricting, is important in ensuring that each city councilmember represents about the same number of constituents. In Richmond, the City Council is responsible for drawing council districts. Redistricting is done using U.S. Census data, which is released around March 31, 2021. For the City of Richmond, the redistricting process must be completed by April 17, 2022.
Why does redistricting matter to me?
Redistricting determines which neighborhoods and communities are grouped together into a district for purposes of electing a councilmember.
The City Council will seek input in selecting the next district map for our City Council. You have an opportunity to share with the City Council how you think district boundaries should be drawn to best represent your community.

What criteria will our City Council use when drawing district lines?
1. Federal Laws
- Equal Population (based on total population of residents as determined by the most recent federal decennial census and adjusted to reassign incarcerated persons to the last known place of residence)
- Federal Voting Rights Act
- No Racial Gerrymandering
2. California Criteria for Cities (to the extent practicable and in the following order of priority)
- Geographically contiguous (areas that meet only at the points of adjoining corners are not contiguous. Areas that are separated by water and not connected by a bridge, tunnel, or ferry service are not contiguous.
- Undivided neighborhoods and “communities of interest” (Socio-economic geographic areas that should be kept together for purposes of its effective and fair representation)
- Easily identifiable boundaries
- Compact (Do not bypass one group of people to get to a more distant group of people)
- Prohibited: “Shall not favor or discriminate against a political party.”
How will our City Council notify the public about redistricting?
The City Council will reach out to local media to publicize the redistricting process. Also, we will make a good faith effort to notify community groups of various kinds about the redistricting process. Our public hearings or workshops will be provided in applicable languages if residents submit a request in advance. The City Council will notify the public about redistricting hearings or workshops, post maps online before adoption, and create a dedicated web page for all relevant information about the redistricting process.

Starting Soon! California Senate Bill 1338: Short-Lived Climate Pollutants
California Senate Bill 1383 implementation will start on January 1, 2022. SB 1383 sets methane emissions reduction targets for California in a statewide effort to reduce emissions of short-lived climate pollutants (SLCP). The new law requires increased composting and recycling, as well as increased surplus food recovery.
CalRecycle reports that Californians throw away nearly 6 million tons of food waste each year, which produces methane, a main contributor to climate change. Together, our state can help fight climate change by sending less organic waste to the landfill.
Everyone will need to be aware of SB 1383 regulations including, residents, multi-family properties and complexes, businesses, schools, and public agencies. The City Manager’s Office, Economic Development, the Economic Development Working Group, and Richmond Main Street are excited to share Pacific Community Venture’s (PCV) small business advising and loan opportunities. PCV is a nonprofit community development financial institution (CDFI) committed to addressing the unequal access to mentorship and lack of capital for historically excluded entrepreneurs. Through a unique hybrid “high tech/high touch” programing, PCV combines affordable loans with pro-bono advising and connects businesses and
entrepreneurs with advisors from across the country.
There is no minimum credit score for loans, and PCV specializes in working with small business owners who’ve had difficulty accessing capital, like female entrepreneurs, immigrant entrepreneurs, entrepreneurs of color, and borrowers that may have been turned down for SBA or traditional bank loans. PCV also provides impact measurement, evaluation and research, and tools, and small grants to create good-quality jobs that address racial and gender wealth gaps.

Abatement staff hosted the annual Laurel Park Neighborhood Clean-up Event where staff provided assistance to 18 seniors and disabled citizens, abated debris from homeless encampments located at Rydin Road and Castro Street, responded to an after-hours call from the Police Department to board up a vandalized private property/business in the Richmond Annex, continued maintenance on the Richmond Parkway, removed illegally dumped debris throughout the City and removed graffiti from various locations.

Stationary Engineers performed daily pool maintenance, daily Civic Center Plaza boiler inspections, replaced sink drain in the men’s restroom on the 2nd floor of City Hall, repaired the kitchen sink disposal and leak at the Native American Center, cleared a clogged sink at Fire Station #68, fixed the sliding gate at Fire Station #64, repaired a urinal at Fire Station #66, fixed a water heater at the Main Library, replaced an exhaust fan belt at City Hall and replaced the chlorine feeder hose at the Plunge.

Utility Workers assisted the Housing Authority with maintenance, removed trash and debris around Civic Center Plaza, removed trash around the Transit Center, replaced paper towel dispenser at the Main Library, cleaned carpets at the Family Justice Center, waxed floors at the Disabled People’s Recreation Center (DPRC), disinfected common areas and maintained 27 City owned buildings.

Via Verdi Landslide Project
This week crews continued to revegetate the area over the culvert, reconstruction of the damaged area of Via Verdi, and removal of the temporary detour road. Crews also continued with the installation of the new water main.
The project is scheduled to be completed in March of 2022.

Yellow Brick Road Project
Last week Ghilotti Bros, Inc. (GBI) removed and replaced the concrete sidewalk and ramps in front of Peres Elementary School while out on break. Their electrical subcontractor also installed conduit across Macdonald and Chanslor Avenue intersections. Potholing for electrical work is also continuing along 8th Street north of Ripley Avenue.

General fund crews removed debris from the Greenway, repaired a park bench at Humboldt Park, repaired fencing at a Nicholl Park baseball field, spread mulch at Nicholl Park, cut ivy on McBride Avenue, removed debris from the central Richmond parks and right of ways, painted picnic tables at Southside Park, and trimmed trees, pruned plants, and installed a basketball net at John F. Kennedy Park.

Paving crews performed hot mix patching in multiple locations and filled potholes from the outstanding list.

Sweeping crews swept in the following neighborhood council areas on the fifth Monday and Tuesday and the first Wednesday through Friday in: Carriage Hills North Side, El Sobrante Hills, Greenbriar, Hansford Heights, Via Verda, San Pablo Dam Road, Bristole Cone, May Valley, Vista View and Clinton Hill I. The fifth days were used to sweep on the Richmond Parkway and medians in multiple locations.

Sewer Lateral Grant Program
The City of Richmond’s Water Resource Recovery Division administers the Sewer Lateral Grant Program. The program reimburses eligible homeowners in the Richmond Municipal Sewer District (RMSD No. 1) for some of the cost to replace their sewer lateral.
The program is open and accepting applications for the Fiscal Year 2021-2022 for sewer lateral work completed between 7/1/2021-6/30/2022.

High Priority Critical Improvements Projects
The City of Richmond and Veolia Water (Veolia) are implementing High Priority Critical Improvements Projects at the City's Wastewater Treatment Plant (WWTP), which is managed and operated by Veolia. The purpose of the projects is to replace aging and unreliable infrastructure, improve treatment operating efficiency, comply with future discharge regulations and improve the functionality of the existing WWTP. The improvements were identified through previous planning efforts, including the 2010 WWTP Master Plan and the 2016 WWTP Facility Plan, to construct the following elements of the WWTP Critical Improvements Projects: (1) New screening and grit removal facilities; (2) Aeration upgrades; and (3) Demolition of existing facilities and site clearing in preparation for future WWTP Facilities. The projects are expected to take approximately 2 ½ years to complete.
Shimmick began the removal of the concrete pyramid in Aeration Basin 4. Shimmick also excavated and finished setting up the shoring structure for the Pista Grit and continued removing abandoned lines on pipe chase 4 near the Admin Building.
Shimmick worked on the demolition of the pyramid inside of Aeration Basin 4.
Shimmick installed the wood lagging as part of their shoring structure on both the south and the east sides of the excavation.
Shimmick continued removing abandoned sludge lines from pipe chase 4.
Shimmick’s subcontractor ACT Environmental is pumping wastewater from aeration basin 3, as part of basin cleaning efforts, which allows Shimmick crews to enter into and work within the aeration basin.
Marina Bay Parkway Force Main Extension Project
The Marina Bay Parkway Force Main Extension Project extends the existing Marina Bay Parkway force main to a new manhole at the Intersection of Pierson Avenue and Marina Bay Parkway and installs a new gravity sewer pipeline from the Pierson/Jetty Drive intersection, across Marina Bay Parkway. This piping reconfiguration will eliminate sanitary sewer overflows that occur from depressed manholes located at the intersection of Marina Bay Parkway and Pierson Avenue.
Bids were received at the City Clerk's Office on April 23, 2021. Four bids were submitted. After review of the bids was conducted by the City and Veolia, Richmond-based, local contractor W.R. Forde was determined to be the lowest, responsive bidder at $357,200.00.
W.R. Forde completed the Force Main tie-in on the west side of Marina Bay Parkway. The Force Main is back in service per the new alignment which will alleviate future overflows. They also installed a new 15” gravity sewer line from Jetty to Pierson, added manholes and fully restored all paved areas and hardscape.

First Street Relief Sewer Project
The First Street Relief Sewer Project consists of approximately 3,743 lineal feet of open cut replacement of existing 6-inch sewer, approximately 1,696 lineal feet of open cut replacement of existing 8-inch sewer, approximately 631 lineal feet of open cut replacement of existing 10-inch sewer, and approximately 125 lineal feet of open cut replacement of existing 18-in sewer. This project began in July 2021 and is expected to be completed in April 2022, which is ahead of the Baykeeper due date of July 2023.
To date, D’Arcy & Harty Construction have completed replacement of more than 6,000 lineal feet of the 6,195 total lineal feet of piping included in the scope of this project. The Contractor’s cooperative efforts with the Design team of Vivian Housen Associates has created a successful plan to finalize routing for the remaining replacement lines at Atchison Village and 1st Street between Nevin and MacDonald. They anticipate remobilizing December 2nd to complete installation of these pipes. After the pipework is complete, the Contractor will return for final pavement restoration in all areas.
High Priority Sewer Line Replacement Project
The High Priority Sewer Line Replacement Project replaces (8) pipelines with a combined length of around 2,700 lineal feet. Scope of work includes reconnection of existing laterals at mains, connection to existing manholes and hardscape and pavement restorations. On June 28, 2021, the City posted the Request for Bids on Bids Online. Veolia conducted a mandatory job walk with (11) participants on July 8, 2021. Two bids were received on August 5, 2021 from W.R. Forde Associates, Inc. in the amount of $1,179,000 and from D'Arcy & Harty Construction Inc. in the amount of $680,000. Veolia evaluated both these bids and found both to be responsive and complete and recommended awarding the contract to the low bidder, D'Arcy and Harty Construction Inc.

2021 Grade 5 RAA Line Replacement Project
Background: The 2021 Grade 5 RAA (Risk Assessment Analysis) Replacement Project replaces seven sewer pipelines with an approximate combined length of 760 lineal feet. The work includes replacement of deteriorated sewer pipe segments within the collection system using pipe bursting or open cut methods. This project was competitively bid to be performed on a "design-build" basis: the Contractor is responsible for engaging the services of an engineering firm to issue design drawings for lines with utility conflicts and other constructability issues and also prepare final, as-built drawings. On June 28, 2021, the City posted the Request for Bids on Bids Online. Veolia conducted a mandatory job walk with (8) participants. Two bids were received on August 5, 2021: WR Forde Associates, Inc. in the amount of $317,000 and D'Arcy & Harty Construction Inc. in the amount of $472,150. Veolia evaluated the bids and found both of them to be responsive and complete and recommended awarding the contract to the low bidder, W.R. Forde Associates.
Update: W.R. Forde continues field investigation and preparatory design work in collaboration with Harris & Associates Engineering. Traffic control plans, encroachment permits and 30% design drawings are complete. The Contractor will start replacing the sewer mainline on December 1st at 21st Street between Potrero and Cutting.

Sludge Thickener Project
The purpose of the Richmond WWTP Sludge Thickener Project is to remove and replace the aging and unreliable dissolved air flotation thickener (DAFT) with efficient, reliable sludge thickener facilities compatible with the WWTP’s current and future treatment processes. The City and Veolia decided to bid the project in two phases; (1) Phase I as a design/build project with the plan that the selected design build entity (DBE) would be responsible for the design, construction, testing, and start‐up of the new thickener facilities. (2) Phase II construction will be bid at a later date. The project bid specifications were sent to DBE entities in September 2020. Two bids were received and reviewed by the City of Richmond Public Works and Veolia staff, and the lowest responsive bidder was determined to be Myers & Sons out of Sacramento.
The design build (DB) team, Myers & Sons and Lee & Ro were onsite to collect WWTP waste activated sludge (WAS) and thickened waste activated sludge (TWAS) samples for analysis on the Phase I design project. The data derived from the samples will be used by the DB team to design the new Sludge Thickeners Facility.
