  • Meeting Notes

The next City Council meeting is scheduled for Tuesday, April 16th. Closed Session begins at 5:00 P.M., and the Special Meeting of the Richmond Housing Authority will begin at 6:25 P.M. The Regular Meeting of the Richmond City Council will begin at 6:30 P.M., and the agenda may be found by clicking this link: April 16th City Council Agenda.

Join Us This Evening for 2019 Richmond Writes! Poetry Contest Winners Selected

The Richmond Writes! Poetry Contest, now in its 9th year, is proud to announce the winners of the 2019 awards. The contest was conceived of by the Richmond Arts & Culture Commission (RACC) as a way to celebrate April as National Poetry Month, and has engaged hundreds of students in the West Contra Costa Unified School District (WCCUSD) in the writing of poetry over the years.

Students from 13 elementary, middle, and high schools in Richmond and West County submitted both haiku and short poems. This year’s theme was, “You are the author of your own life. Write a poem about who you are from your own experience.” and students from 13 schools wrote over 460 poems on the topic!
The Richmond Writes! Poetry Awards ceremony will be held on Friday, April 12th, at 6:00 P.M., in City Council Chambers, 440 Civic Center Plaza, Richmond. Contra Costa County District 1 Supervisor John Gioia will be handing out the awards to all participants. First, second and third place winners will receive cash gift cards and certificates; Honorable Mentions will receive certificates; and all students who submitted poetry to the contest will receive a copy of the 2019 poetry book containing everyone’s poems. Friends and families are invited, and some of the students will be reading their poetry.

Community Emergency Response Team (CERT) Training

The Richmond Fire Department is continuing to conduct Community Emergency Response Team (CERT) Training for our community on the dates shown below.

Spring 2019 CERT Academy Training:

  • April 13th: Light Search & Rescue and CERT Organization
  • April 14th: Disaster Psychology, Terrorism Awareness and Drill Preparation               
  • April 27th: CERT Drill Day

Community Emergency Response Team training (CERT) is a FREE emergency training program to empower our community to prepare for and overcome the effects of any disaster that can disrupt our daily lives.

Participants learn basic skills that can mean the difference between being a victim or a survivor in the next emergency and to become a member of their Neighborhood CERT Team.

Spring Egg Hunt & Recreation Info Day

Join us on Saturday, April 13, 2019, for our annual Egg Hunt and Recreation Information Day! We’ll have egg hunts for all ages and great giveaways! We’ll be there rain or shine. In case of rain, we will be relocated to our social hall inside the facility.

FREE Special One-Day Household Hazardous Waste (HHW) Collection Event - Saturday, April 13th

Residents of Richmond, El Sobrante, Hercules, Pinole, San Pablo, El Cerrito and unincorporated West Contra Costa County (except Kensington) are invited to participate in a special one-day Household Hazardous Waste collection event on Saturday, April 13th, from 8:00 A.M. to 1:00 P.M., at the City of Hercules Corp Yard, 1000 Sycamore Avenue at Willet Street, Hercules, CA.

Residents are encouraged to take advantage of the free event to properly dispose of paints, aerosols, electronic waste (e-waste), batteries, and oil to keep our communities clean and safe.

Water Safety Day

The Community Services Department and Richmond Swims are excited to be hosting a Water Safety Day for the community on Sunday, April 14th, from 1:00 P.M. - 4:30 P.M., at the Richmond Swim Center. Fun activities and information focusing on water safety will be available, as well as demonstrations, free mini-swim lessons and more.

This is a family-friendly event. Non-swimming adults and children are encouraged to sign up in advance for free lessons. Online registration will be available beginning April 1st. On-site registration will be available as space allows.

Boorman Park Community Workshop

The City, in partnership with First Five, is hosting a community meeting to gather input on the redesign of Boorman Park. The meeting takes place on Monday, April 15th, from 5:45 P.M. - 7:45 P.M., at Coronado Elementary School, 2100 Maine Avenue in Richmond. Dinner and childcare provided.

Adult Co-ed Softball League Starts April 24th!

It's time for the Adult Co-ed Softball League! We're here to promote an active and healthy lifestyle playing softball in Richmond. Basic ASA rules will apply. Sign up today at the Registration Office.

Starts April 24, 2019, and runs through June 26, 2019. Games occur on Wednesdays, from 6:00 P.M. - 8:30 P.M., for a total of 10 games. Ages 18+.

Cost is $450 per team. Registration opens on March 18, 2019, through April 12, 2019.

Park Rx Day!

The Community Service Department, in collaboration with Contra Costa Health Services and National Park Service, will hold its annual Park Prescription Day on Saturday, April 27th, from 11:00 A.M. to 2:00 P.M., at John F. Kennedy Park.

During the event, healthcare providers, park agencies, community groups and other program leaders will organize events and activities at JFK Park, encouraging participants to improve their health and well-being by embracing the health benefits of nature. Some of the activities planned for the event include; health screenings, yoga, Walk with the Doctor, bike rides/repairs, dance, instruction volleyball/soccer, and lunch.

Remembering a Fallen Officer

CHP Sergeant Licon was killed in the line of duty on April 6th, after being struck by a drunk driver. The Richmond Police Department was sure to send out our condolences, as well as messages of support to the community around this tragic event.

Bald is Beautiful BBQ Benefiting Captain Rick Bargas’ Daughter who has Non-Hodgkin’s Lymphoma

Grace Bargas (aged 13), Captain Bargas’ daughter, was recently diagnosed with Non-Hodgkin’s Lymphoma and is currently undergoing chemotherapy. As a result of the treatments, Grace started losing her hair and she decided to shave her head, with the support of her family.

On Saturday, April 6th, at Fire Station 64, fire department personnel organized a “Bald is Beautiful BBQ,” where during the event, members shaved their heads to show support for Grace.

Thank you to all who participated in this honorable event.

A Free Mosaic Workshop is being offered to Richmond groups, organizations, employees, businesses, schools, families, and community members to beautify the community through art. Workshop dates are available through May 2019.

Create a design of your own on 18x24 paper and sign-up for a Mosaic Workshop. Materials, tools, and hosting space will be provided. Workshops will be led by Daud Abdullah, who has been a leader in Richmond’s mosaic Treasure Box movement. Enjoy a stress-free activity with friends and family to improve our neighborhoods.

Fill out a survey to prioritize $60 million in funding for Contra Costa County

The Contra Costa County HOME/CDBG Consortium has begun planning for the expenditure of over $60 million in federal funds in Contra Costa County over the next five years.

The priorities contained in the Consolidated Plan will guide the investment of over $12 million each year in federal Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), and Emergency Solutions Grant (ESG) funding. These versatile federal funding sources can build new affordable housing, rehabilitate existing affordable housing, modify and rehabilitate homes for lower income and senior homeowners, construct or improve public facilities and parks, improve infrastructure in lower income neighborhoods, provide employment training to lower income workers, offer financial and other assistance to small business owners, fund services to homeless persons, provide funding for a wide variety of services for lower income families and individuals; and much, MUCH more!

  • City Manager Chronicles

Below are some of the topics for meetings that I attended during the past week in the hope that it provides an idea of the many issues we deal with routinely.

Meetings and events of note during this week included:

  • Met with City staff to discuss and continue refining the terms of an Exclusive Rights to Negotiate with SunCal for the development of Point Molate.
  • Met with Fire Chief Sheppard, Community and Economic Development Director Shasa Curl, Planning Director Lina Velasco, and Environmental Services Manager Adam Lenz to review, provide updates and improved procedures on how residents are informed during Chevron refinery flarings.
  • Participated in the first four budget hearings for fiscal year 2019-2020. The departments that presented their budgets are the City Manager’s Office, Planning and Building, the City Council Office, and Infrastructure & Maintenance Operations.
  • Along with Richmond Chamber of Commerce Director James Lee and Richmond Promise Director Jessie Stewart, met with Concourse Education co-founder Jeff Manassero to discuss opportunities to increase the number of Richmond residents that have college degrees.
  • Met with Councilmember Myrick for our monthly meeting to discuss the status of a number of upcoming items in the City Council agenda.
  • Reviewed staff reports and met with Senior Management staff to discuss the substance, and content of items to be presented at the April 16th City Council meeting.
  • Met with Planning and Rent Board staff to to clearly and consistently inform, and notify residents of required procedures to exempt Accessory Dwelling Units (ADU) from Rent Control and Just Cause Eviction Ordinance.
  • Participated in regularly scheduled meetings with directors from Human Resources Department, Transit Manager, and the Police Department to receive updates on the current status of their respective departments and provided guidance on implementation of city policy as well as enhancing services to our employees and residents.

Aqua Zumba!

Aqua Zumba is a fun class available at both City of Richmond pools. It's a drop-in class for ages 18+. No experience or swimming ability is required, but participants should feel comfortable in chest-high water. Fees are $8 for Richmond residents and $10 for non-Richmond residents. 

At the Richmond Plunge (1 E. Richmond Avenue in Point Richmond), classes are held on Mondays from 6:30 P.M. - 7:30 P.M., and Saturdays from 10:00 A.M. - 11:00 A.M.

At the Richmond Swim Center (4300 Cutting Boulevard @ S. 45th Street) classes are held on Fridays from 9:00 A.M. - 10:00 A.M. Come try the class for FREE on the first Friday of May!

Community Services Highlights

Maya’s Music Therapy Fund and co-sponsor, Developing Personal Resources Center, held the 30th Annual Maya’s Spring Music Festival on Sunday, March 24, 2019, at the Community Services Department’s Social Hall.

The event was filled with families, friends, and other spectators who came to see the talents from participants with developmental disabilities who presented all of their musical accomplishments from the past year. The showcase of talents included singing and playing musical instruments of their favorite songs from the last thirty years.

New this year was a group of make-up and hair stylist artists, who cut and styled hair and did make-up for the performers.
Overall, the event was outstanding!

YouthWORKS Program Receives $250,000 Grant to Serve Disabled Youth with Summer Jobs

The Employment & Training Department’s YouthWORKS program was selected by the California Department of Rehabilitation and the Employment Training Panel to receive a $250,000 grant to serve disabled youth with summer jobs.

The Summer Training and Employment Program for Students (STEPS) grant will provide 50 Richmond youth with up to 230 hours of work readiness and paid work experience. Eligible participants must be students with a disability, which is defined as an individual with a disability in a secondary, postsecondary, or other recognized education program between the ages of 16-21 years old.

Paving crews made base repairs on Garrard Boulevard and Courtland Avenue, patched pavement at the Corporation Yard, and worked from the outstanding pothole list in various locations around the City.

Street sweeping staff performed commercial and residential sweeping services for the second Monday through Friday in May Valley, Vista View, Clinton Hill I, Clinton Hill II, Clinton Hill III, Clinton Hill IV, and East Richmond neighborhood council areas as weather permitted.

Signs and Lines staff installed 18 new signs and poles at various locations, fabricated 15 signs, and painted 40’ of curbs and zoning.

Volunteers needed for Smoke Alarm Installation in Parchester Village

On Saturday, May 4th, 2019, from 8:15 A.M. to 3:30 P.M., the American Red Cross will be installing free smoke alarms in Parchester Village. Volunteers are needed to make the event successful.

Every day, seven people die in home fires and the Red Cross wants to do everything it can to prevent these needless tragedies. Volunteers work alongside fire departments and other local groups, canvassing at-risk neighborhoods to install free smoke alarms, replace batteries in existing alarms, educate families about fire prevention and safety, and fundraise for this lifesaving mission.

American Red Cross Shelter Management Training

Twenty-five Community Services Department and Contra Costa College staff took part in a two-session Shelter Management Workshop on Wednesday, March 27th and Thursday, March 28th, to learn about shelter resource needs, opening, operating and closing a shelter.

The purpose of the workshop was to prepare staff on how to operate a Red Cross shelter facility that provides disaster services in a safe environment for its clients and workers. With the frequency of disaster events in the state of California, it behooves the City of Richmond to be in an emergency readiness stage.
The workshop provided processes on developing a plan for setting up shelter space and getting supplies; staffing and job orientation, communicating with shelter guests, partners, staff and key community members; and, accommodating the diverse needs of clients in shelters.
A shelter exercise is being scheduled in April to implement the processes learned with the Recreation Center serving as the facility. Also, we will conduct another separate shelter fundamentals workshop to include the Richmond Fire Department’s Community Emergency Response Team (CERT) members who, after addressing their primary responsibilities in their neighborhoods, can assist by being shelter support volunteers.

Code Enforcement

Code Enforcement staff received a complaint regarding overgrown vegetation in the front and rear of a yard. There were severely overgrown blackberry bushes knocking down the neighboring property’s fence. With the owner’s consent, the property was brought into compliance by the City Abatement crew.

Stationary Engineers performed daily pool maintenance, daily Civic Center Plaza boiler inspections, adjusted the thermostats on the 3rd floor of 450 Civic Center Plaza, replaced sink faucets at Fire Station #67, cleared a clogged sink at the Art Center, fixed a chlorine line to a pump at the Plunge, drained standing water from the old pool at the Recreation Complex, cleared a drain at a Housing Authority property, and repaired a return line to a boiler at the Main Library.

General fund crews trimmed weeds on the median along Carlson Boulevard between Van Fleet Avenue and Placer Street, and at Shield Reid and Veteran’s Memorial Parks, started demolition of play equipment and repaired fencing at Martin Luther King Jr. Park, performed maintenance at Southside Park and on Macdonald Avenue, assisted the tree crew in Point Molate, weeded medians on Castro Ranch Road, repaired irrigation at Raincloud Park, weed-whipped medians on Cutting Boulevard from South 23rd Street to Carlson Boulevard, removed illegal dumping from multiple locations, installed a memorial bench at Parchester Park, mowed the lot on Bissell Avenue between 22nd and 23rd Streets, cut weeds near the Recreation Complex, weeded Barrett Avenue and Marina Way, and trimmed weeds and performed gopher control at Boorman, Hilltop, and Parchester Parks.

Library Teen Scholarship

The Friends of the Richmond Public Library and the Richmond Public Library Teens are sponsoring a $1,000 scholarship to a West Contra Costa student who will be attending a four-year college in the fall 2019.  This opportunity is opened to public and charter high school seniors in West Contra Costa County. Interested applicants should provide a copy of a letter of intent/registration to the college they will attend, include the names of any service/social organizations in which they participated in high school, and give the names and amounts of other scholarships received. 

Applicants must also submit a three-page, double spaced, typed essay where they describe a personal experience that has inspired them to pursue and complete a four-year college degree.  Entries be must be received by Tuesday, April 30, 2019, 7:00 P.M. and mailed or delivered to:  Richmond Public Library, 325 Civic Center Plaza, Richmond, CA 94804, Attn:  Añgela Cox.

Office of Neighborhood Safety staff Tammi Edwards, ONS Administrator, Sam Vaughn, Program Manager, ONS Operation Peacemaker Fellow (OPF) Ambassador,  and Councilman Demnlus Johnson attended the National Forum for Black Public Administrators (NFBPA) -  36th Annual Forum “Collaborate, Innovate, Elevate: Leading & Emerging  Communities” on April 3rd – 7th, 2019, in Orlando, Florida.   Staff and ONS OPF Ambassador participated in various conference sessions in the following categories:  Leadership, Innovation and Talent (LIT) – How to stay LIT in the workplace; Prevention, Intervention and Opportunity – Paths to Strong and Safe Communities; Engaging with Your Community – Equity and Social Justice Causes and Financial Resources, Acquisitions  and Community Development. Councilman Demnlus Johnson participated as a panelist at the Town Hall session at NFBPA on “The State of Cities” with other elected officials from across the nation where they addressed pressing issues along with solutions from their respective cities and counties.

Rainy weather frequently causes poor road conditions and vehicle accidents. During the week, RPD ensured that reminders were put out into the community to raise everyone’s attention and safety levels.
Student Law Academy

The Richmond Police Department (RPD) had the honor of hosting some of our amazing students from Richmond High School and showing them around the Department. During their visit, these students got to interact and ask questions on topics ranging from CSI to SWAT Teams.

As always, RPD was happy to have the future of Richmond here at the Police Department interacting with our personnel.

Scam Alert

Richmond Police received several calls from citizens reporting a call from someone falsely claiming they are a representative of PG&E and threatening to turn their power off. The call is an automated recording that is the exact message from PG&E.

The scammers tell the PG&E customer that their electricity will be shut off and the meter will be removed because they have not paid their bill. They then will give you a toll-free number to call and arrange payment in an attempt to steal personal identifying information.

If you believe you’ve been a victim of this scam, please report it by calling the Police Department’s non-emergency line at (510) 233-1214.

2019 Richmond Promise Scholarship - Next Steps

If you or your student has applied for our 2019 Richmond Promise Scholarship, be on the lookout for our emails. If we need any additional information, we will contact you via email. If you are unresponsive to our communications, you will forfeit the scholarship.

During this time, if we need to verify your home address, we will request a PG&E bill to confirm that you live in Richmond. If you submitted your SAR incorrectly, we will request that you submit a correct SAR.

You should expect an award notification via email during the week of April 15th.

In addition, we will be hosting a series of next steps workshops, going over these requirements at your high school.

Cutting/Carlson & Hoffman Wet Weather Improvement Projects

In October 2018, construction began on the pipeline replacement projects at Cutting/Carlson & Hoffman Boulevards in the City of Richmond.  These $8.8 million projects will replace 4.5 miles of aging and damaged collector sewer pipelines in neighborhoods upstream of the Cutting Blvd., First Street, and 23rd Street Interceptors; the goal is to reduce inflow and infiltration and associated surcharging and sanitary sewer overflows (SSOs). The Contractor, WR Forde, has three crews going to accomplish the project work which is expected to be completed in September 2019.
