Contra Costa LAFCO is pleased to release its 2nd round "City Services" Municipal Service Review (MSR) covering all 19 cities and four of the six community services districts. All Contra Costa LAFCO MSRs are available online at http://contracostalafco.org/agencies/municipal-service-reviews/.

This provides a good critical snapshot of Richmond, but beware that some data is way out of date. For example jobs and employment are based on 2010 Census data.
