The application by the Contra Costa County Sheriff to expand the West Contra Costa Detention Center in Richmond appears to be unsuccessful. Preliminary scoring by the Steering Committee left the project in 6th place out of ten large county grant applications where only four were recommended for funding.

The application was opposed by the Richmond City Council for a number of reasons, the most important being that there was no tangible commitment to fund the mental health and re-entry services that were to be housed in the expanded facility.
