I have been asked by several people if Richmond is a “Sanctuary City.” Ordinance 29-90  and Resolution 11-07 describe Richmond’s relationship to ICE (formerly INS). Nowhere does either document use the term “sanctuary.” I do not see anything is either of these that would prohibit the City of Richmond from acting when there is a “criminal violation of any federal, state or local law.”
