30-Day Follow-up Report
Click on www.ci.richmond.ca.us/chevronrefineryfire2012 for access Chevron’s 30-day follow-up notification report of the August 6th refinery fire, which is required by the Industrial Safety Ordinance, and which we have posted to our website. This report was received by the City Manager’s office this afternoon.
Update from Chevron
- We filed our 30 day report with the county today. A copy is attached. Our investigation continues, as do those of the agencies.
- We have continued to meet with neighborhood councils and other community groups to provide a forum for listening and sharing information. Recent meetings have been with the North & East Neighborhood Council, Atchison Village Neighborhood Council, Shields-Reid Neighborhood Council, Point Richmond Neighborhood Council, the Point Richmond Business Association, COI, and the Chamber of Commerce. Additional meetings are planned for the RNCC, and a variety of other Neighborhood Councils throughout the month.
- Nigel and others from Chevron will be present at your council meeting next Tuesday.
- We will also participate in the special meeting of the BAAQMD Board of Directors on Monday Sept 10.
- We are continuing to progress the community air monitoring program agreed with the City as part of the 2010 tax agreement. Richmond’s program is more comprehensive than the programs currently in place at the Phillips 66 Rodeo and Valero Benicia refineries. We are progressing towards implementation of air monitors in all 3 neighborhoods: Shields-Reed, Atchison Village, and Point Richmond and at 3 consistent locations along our fence line. We gave Bill Lindsay an update on status today. We understand there are discussions underway with BAAQMD about how they can support the program. We are open to direction from the city about working with BAAQMD to progress the community monitoring in a transparent and credible manner.
- Mayor McLaughlin shared with us her concern that people were stranded at BART stations on August 6 and her suggestion that there needs to be coordination with all the transportation agencies in regard to this. We commit to working with the city, county, BART, and other transportation agencies to refine their emergency plans to accommodate shelter in place for industrial and all other incidents. We have started the conversation with the county and spoke with Bill Lindsay about this today. We’ll coordinate with Bill to keep you updated on progress.
- We are also working with the county and other stakeholders to address issues with the community warning system.
