North Shoreline General Plan Study Session Postposed July 2, 2011 |

There are several recent developments related to the North Shoreline (Northshore) General Plan designation. Second, the study session appears to have been postponed indefinitely. The North Shoreline agenda item was a staff-initiated item that was intended to expedite the completion of the final EIR for the General Plan. It was specifically intended to provide policy direction in advance of completing the response to comments on the draft EIR. It was originally placed on the June 7th City Council agenda, but was removed pending the FPPC review regarding whether or I could participate on this agenda item. As a practical matter, given the delay in getting this North Shoreline policy item on the City Council agenda, and considering the City Council meeting schedule during the next several months, including the August recess, staff believes that it may be more expedient to simply finalize the draft EIR without City Council policy direction regarding the North Shoreline at this time, get the final EIR and General Plan before the Planning Commission for a recommendation on these items, and then before the City Council for final certification and approval. North Shoreline land use policies can then be determined concurrent with adoption of the complete General Plan. Finally, several sources have advised me that the would be developer of the much touted soccer complex/shopping center proposed for the Northshore has lost interest and has taken his pitch to Suisun City where he has reportedly received a hearty welcome.
