EIR Available on Miraflores Housing Development
The Miraflores Housing Development project would redevelop an approximately 14-acre site with up to 337 dwelling units in a mix of affordable and market-rate housing, resulting in a population of approximately 274 residents. The affordable component of the project would consist of 110 affordable rental units for seniors, and one manager’s unit. The market-rate component would include up to 226 single-family units. The project would also incorporate design features reflecting the site’s history as the site of three former nurseries that were part of the Japanese American flower-growing industry in Richmond. In addition, the Miraflores Housing Development would include the remediation of existing soil and groundwater contamination on-site, and the restoration of Baxter Creek. The site is bounded by South 45th Street to the west, Wall Avenue to the south, Interstate 80 to the east, and the BART tracks to the north.

Environmental Impact Report

The Planning Department has prepared a Draft Environmental Impact Report (DEIR) to analyze the environmental effects associated with the project in accordance with the California Environmental Quality Act. The DEIR examines the potentially significant environmental effects of the project, and alternatives and mitigation measures to reduce or avoid those impacts.

A copy of the DEIR is available for review at the Planning Department offices in City Hall, 450 Civic Center Plaza and at these Richmond Public Library branches:

The Draft EIR is being published for a 45-day public review and comment period. Written comments on the completeness and accuracy of the DEIR must be received by 5:00 pm on July 29, 2009 at the following address:
