Honda Port of Entry Final EIR October 2, 2008 |
The Honda Port of Entry Final EIR is completed and available on the City’s website at Final Environmental Impact Report . It is scheduled for a hearing before the Design Review Board on October 8. That will be last chance for public comment prior to certification and approval of the project. If there is a staff report recommending conditions, I am not aware of it. While I still support the project, I am sorely disappointed that mitigations are not proposed that will reduce air pollution to no net increase, and many of the concerns about rail blockages, train horns, etc. were dismissed by EIR consultants who used technical obfuscation to show that such problems either will not exist or will be of no consequence. Despite comments by many residents and businesses from the area who speak from firsthand knowledge and experience, the EIR consultant largely ignored this information. Following is what is on the City’s website: Auto Warehousing Company (AWC), in cooperation with the TransDevelopment Group, is proposing to construct improvements to the existing Point Potrero Marine Terminal (PPMT) that would include creating a new rail yard adjacent to the ship berths at the PPMT so that imported autos could be loaded directly onto rail cars without the current intermediary step of shuttling them to the Burlington–Northern Santa Fe (BNSF) rail yard. Minor improvements to one of the existing ship berths would also be made, consisting of repairs to the concrete deck pavement, installation of new bull rail at the edge of the berth, and installation of new rubber dock fenders on the side of the berth. Public Hearing Dates October 8, 2008 - Design Review Board PUBLIC HEARING to consider certification of an Environmental Impact
Report (EIR) and design approval for expansion and modification of the
existing auto import activities located at 1317 Canal Blvd. (APNs
560-320-002, -016, -017). The project would expand an existing rail
line, repair an existing ship berth, and provide an extension of the San
Francisco Bay Trail. The Board may act on the EIR and the project or, on
its own motion, vote to recommend action by the City Council. October 16, 2008 - Planning Commission EIR/DR 1104434 – Honda Port of Entry Project, Port of Richmond Environmental Impact Report Notice of Completion The City of Richmond Planning Department prepared a Draft Environmental Impact Report (DEIR). The DEIR was available for review at the City of Richmond Main Public Library and/or purchase at the City of Richmond Planning Department. Written response to this Notice of Completion and Availability were due Monday, August 18, 2008, 5:00pm to: Kieron Slaughter, Assistant Planner Phone: (510) 620-6887 As part of this review process, the City of Richmond Planning Department held a public meeting on the DEIR. The purpose of this public hearing was to provide the public the opportunity to comment on the DEIR. This public meeting was held on Tuesday, August 5, 2006, 6:00pm, in the Council Chambers, City Hall, 1401 Marina Way South, Richmond. Please note that the Planning Department’s review at this meeting was limited to review and comments on the DEIR. A separate public hearing will be held to discuss the merits of this project. Notice of Preparation The City of Richmond prepared an Environmental Impact Report (EIR) for the Honda Port of Entry project, and requested input regarding the scope and content of the environmental information to be presented in the EIR. |
