For those of you with sufficient patience and interest to wade through it, the attached PDF file describes in detail why, in my opinion, three City of Richmond Agencies and two independent consultants, perhaps in a misguided attempt to suck up to the Richmond City Council and Toll Brothers, appear to have conspired to circumvent state CEQA law. My opinion is preliminary, based on documents that I have been able to procure. Perhaps it will change if I ever get the rest of the documents I requested more than 10 days ago from the City of Richmond under the California Public Records Act, or perhaps the story will become more sordid. We shall see.
