City Manager Bill Lindsay informed the City Council yesterday of the resignation of Rich McCoy, Assistant City Manager, effective June 3, 2005.  According to Lindsay, “Rich has been an instrumental part of the management team at the City of Richmond and his expertise and knowledge will be sorely missed.  We are fortunate to have had his contributions and services for over five years.”
