The City of Richmond Charter states “The Mayor shall make an annual report to the City Council as to the conditions and affairs of the City.” This year’s State of the City speech by Mayor Irma Anderson will take place, according to a flyer I received, at the Hotel Mac, sponsored by the Chevron Richmond Refinery and will cost $30 if you pre-pay and $40 if you pay at the door.
