  Yes on CC
October 21, 2004

I am voting YES on Measure CC, a parcel tax of only $12/yr for homeowners and $8.28/yr for apartment dwellers in western Contra Costa and Alameda Counties, i.e. west of the Berkeley Hills in the cities running from El Sobrante, San Pablo and Richmond to Oakland and Alameda.  Voters in this zone strongly supported prior EBRPD parcel tax proposals which narrowly failed to obtain the needed 2/3 vote in the entirety of Contra Costa and Alameda Counties.  Measure CC revenues would be used to increase public access to the shoreline, hillsides and urban parks and trails, as well as for wild fire protection, public safety and environmental maintenance.  The tax would sunset after 15 years and would not be inflation adjusted.

About 31% of the revenues would be dedicated to Regional Park projects in West Contra Costa County as follows (15-year revenue allocations):

Brooks Island                          $418,000
Kennedy Grove                         102,000
Miller/Knox                            3,049,000
Point Molate                          1,850,000
Point Pinole                           2,597,000
Point Isabel                              140,000
Richmond N. Shore Bay Trail     886,000
Richmond Wetlands                  974,000
Wildcat Canyon                      2,874,000

West Contra Costa Total      $12,890,000

The following West Contra Costa Bay Trail construction-operation projects are included in the above amounts:

  • Miller/Knox Regional Shoreline - Keller Beach to Lagoon
  • Point San Pablo Peninsula, including Point Molate
  • Wildcat Creek to San Pablo Creek
  • Point Pinole Regional Shoreline south to Richmond Parkway

·     Point Pinole Regional Shoreline north toward Point Wilson
