The Richmond City Council has been informed that Chevron has filed, presumably with Contra Costa County Superior Court, and served the City of Richmond with an action seeking a temporary restraining order (TRO) prohibiting the City of Richmond from entering into an agreement to sell Point Molate to Upstream Investments.

We understand that a hearing on the injunction will be held on Monday, August 30. Reportedly, the TRO is based on the requirement by Government Code Section 54220 et seq., for public agencies disposing of surplus property to provide other public agencies an opportunity to negotiate for acquisition of the property for the purpose of parks.
