City Manager Isiah Turner upbraided Fire
Captain (and Local 188 President) Jim Russey for appearing in uniform in
a hit piece mailed about 10 days ago aimed at Corky Booze. The hit piece
was paid for and mailed by Independent PAC Local 188 International
Association of Firefighters. Photos of uniformed firefighters and police
officers in political mailers has been a staple of Richmond politics for
as long as anyone can remember, but the current city manager has decided
to enforce the law and pull the plug. The following memo was addressed to Russey from City Manager Isiah Turner and Fire Chief Joe Robinson: As you may recall, in April of this year a memorandum was sent to all City employees regarding engaging in political activities. It has come to our attention that around mid-October of this year two political mailers with pictures of you in your Richmond Fire Department uniform were sent to the voters of Richmond. Section 3(d) of Article XII of the City Personnel Rules, Section 11 of Article XIII of the Richmond City Charter and Government Code Section 3206 prohibit an officer or employee of the City from participating in political activity while in uniform. The purpose of this letter is to again remind you of this prohibition and to inform you that any further violation of this prohibition will result in disciplinary action being taken against you.
